Activity Description:

As part of ongoing efforts to address the epidemic of opioid overdose deaths, New York State has established educational requirements in Public Health Law Article 33 §3309-a to raise healthcare provider awareness of the risks associated with prescribing and taking opioid pain medications. This program fulfills the mandate by providing education about state and federal requirements for prescribing controlled substances; pain management; appropriate prescribing; managing acute pain; palliative medicine; prevention, screening and signs of addiction; responses to abuse and addiction; and end of life care.

Additionally, this activity fulfills four out of eight hours of the Medication Access and Training Expansion (MATE) Act requirement for all DEA-registered practitioners to complete training on the treatment and management of patients with opioid or other substance use disorders.

Learning Objectives:

Law:
  1. List the Federal and New York State (NYS) requirements for prescribing controlled substances
  2. Define the NYS Prescription Monitoring Program (PMP) and its purpose
  3. Describe NYS 7-day rules
Pain Management:
  1. Describe the pathophysiology and general approaches for pain assessment in the ambulatory setting
  2. Describe approaches for managing acute pain and how they differ from approaches for managing chronic pain
  3. Outline evidence-based best practices for appropriate prescribing of opioid analgesics
Opioid Use Disorder (OUD):
  1. Identify risk factors for the development of OUD
  2. Describe screening tools and processes that may be used to identify signs of OUD
  3. Describe strategies to mitigate the risk of iatrogenic OUD
  4. Discuss treatment approaches based on whether the patient has chronic pain, OUD, both, or neither
  5. Explain harm reduction strategies
Palliative Care:
  1. Outline principles of and differences between palliative care and hospice care
  2. Describe the use of opioids in hospice and palliative care (e.g., cancer pain, dyspnea, methadone)

Target Audience: Prescribers with a Drug Enforcement Administration (DEA) number who are licensed to treat humans, and medical residents prescribing under a facility DEA number. This activity is also appropriate for pharmacists who care for patients using opioids.

Activity Components for Continuing Education Credit: To obtain continuing education credit, complete the required materials. This continuing education activity contains a pre-test, video presentation, downloadable educational materials, post-test, and program evaluation. Credit will be awarded upon successful completion of the post-test activity, with a score of 70% or greater.
